“With great power comes great responsibility”
This fits correctly for Civil servants (IAS/IPS officers ).No profession stands in front of civil services. It give you power, fame, respect and everything which anyone needs to live best life. As civil servants(IAS,IPS Officers etc) get best they are expected to do best for society.
For them work is considered not as a burden but as an opportunity to serve and constructively contribute to society.Public are not to be underestimated as fools.As Abraham Lincoln said,
You can fool all the people some of the time, and some of the people all the time, but you cannot fool all the people all the time.
Civil servants must follow certain norms, rule and regulation to produce best outcome.That is why UPSC added new topic in syllabus Ethics, integrity and aptitude .
What is Ethics ?
In simple words Ethics tells us how to act rightly. Ethics aims at defining terms like right and wrong ,good and bad.Being ethical is not the same as doing “whatever society accepts ”because standards of behavior in society can deviate from what is ethical.Administrator would ensure that highest standards of quality in administrative decisions and actions and would not compromise with standards because of convenience or complacency.
In this Article I am going to put some points which must be follow to become good IAS officer . I will tell you what are the quality of IAS Officers.IAS/IPS officers are expected to honour public trust and not violate it.
So from the above discussion, Ethics and integrity in work is necessary for civil servants .Therefore following are the principles on which civil servants(IAS/IPS/IFS OFFICERS etc) are supposed to discharge their duties and responsibility.
1.Legal and rational action
Civil servants must follow the law and rules to govern and guide.
2.Responsibility and accountability
An administrator should hold himself morally responsible for his actions and should be willing to be held accountable.
3. Commitment for work
According to swami vivekananda ‘every duty is holy and devotion to duty is the highest form of worship.
4.Ensuring excellence in work
An administrator would ensure the highest standard of quality in administrative decision and action.
5.Responsiveness and resilience
He should adopt to environmental transformation and yet sustain the ethical norms of conduct.
6.Principle of utilitarianism
An administrator should ensure the his decision should lead to the greatest good of the greatest number.
7.Maximum of Compassion
A civil servant without violating the prescribed law and rules would demonstrate compassion for the poor, the disabled and the weak.
A civil servant should keep in view the impact of his action on his nations strength and prestige.
9.Principle of justice
Administrators must observe principles of equality, equity, fairness, impartiality and objectivity.
Civil servants will make decisions in a transparent manner.
11.Maximum of integrity
An administrator would undertake an administrative action on the basis of honesty and not use his power, position, and discretion to serve his personal interest.
